UN Aviation Agency Investigates Potential Data Breach

January 6, 2025 – The United Nations’ civil aviation agency, the International Civil Aviation Organisation (ICAO), is currently investigating reports of a potential information security incident. The agency, based in Canada, disclosed that tens of thousands of its records may have been stolen, following a claim made on a hacker forum1.

ICAO confirmed to Reuters that the investigation is related to a claim that 42,000 records were stolen from the agency. However, the agency has not provided further details about the incident or confirmed the specific data involved1. The potential security breach is believed to be linked to a threat actor known for targeting international organizations.

This is not the first time ICAO has faced such threats; the agency was also targeted in a hack back in 2016. Since then, ICAO has made significant improvements to its security measures1.

The investigation is still in its early stages, and ICAO has implemented immediate security measures while conducting a comprehensive investigation. Further information will be provided once the preliminary investigation is complete2
