Russia Signals Openness to Ukraine Peace Talks, Sets Conditions for Negotiations

MOSCOW, Nov 21 – The Russian Foreign Ministry expressed readiness to engage in peace negotiations over the conflict in Ukraine but emphasized that any initiative must align with Russia’s national interests and reflect the current situation on the battlefield.

“We are open to negotiations, we are ready to consider any realistic, non-politicized initiative,” said Russian Foreign Ministry spokeswoman Maria Zakharova during a press briefing on Thursday. However, she stressed that such a settlement must account for Russia’s interests and include guarantees of compliance with agreements.

Russia’s Stance on Peace Initiatives

Zakharova reiterated that Moscow remains firm in its demand for the recognition of its territorial and strategic priorities as a basis for any peace deal. “The key word is taking into account the interests of our country, the current situation on the ground, and guarantees of compliance with relevant agreements,” she said.

Her comments come amid ongoing international efforts to mediate an end to the nearly two-year-long conflict, which has significantly escalated in recent months following intensified missile strikes and territorial disputes.

International Context

The statement was made on the sidelines of a meeting of BRICS foreign ministers in Nizhny Novgorod, where Russia continues to advocate for a multipolar global order. Diplomatic efforts to broker peace have thus far been stymied by conflicting demands from Ukraine, which insists on a full withdrawal of Russian forces, and Russia, which demands recognition of annexed territories.

Western nations have expressed skepticism over Moscow’s openness to genuine peace talks, accusing Russia of using negotiations as a tactic to consolidate gains on the ground.

Outlook for Peace

While Zakharova’s remarks signal potential flexibility in Russia’s diplomatic approach, the conditions outlined underscore the challenges in bridging the vast gap between Moscow and Kyiv’s positions. Any realistic peace initiative, analysts say, will need to address both sides’ core demands while ensuring compliance with international norms.

The conflict has claimed thousands of lives, displaced millions, and destabilized the region, making the search for a lasting resolution increasingly urgent.
