Kyiv, Jan 3, 2026 — Ukrainian President Volodymyr Zelensky has appointed the country’s military intelligence chief, Kyrylo Budanov, as head of the presidential administration and chief adviser, marking a significant reshuffle at the heart of Ukraine’s wartime leadership, Reuters reported.
The 39-year-old Budanov, who has led Ukraine’s defence intelligence since 2020, is widely regarded as a national hero and one of the most popular military figures in the country. His appointment signals a shift toward stronger military influence in state decision-making as Ukraine continues its war against Russia.
Traditionally, the powerful chief of staff role has been held by civilian political figures focused on internal politics. Budanov replaces Andriy Yermak, a close ally of President Zelensky, who resigned in November following intense public criticism over corruption allegations that placed the government under heavy pressure.
Announcing the decision on X, Zelensky said Ukraine now requires greater focus on security, military strength, and diplomacy. He described Budanov as having exceptional experience in these areas and the ability to deliver results during a critical phase of the war.
In a statement, Budanov confirmed that he had assumed the post, saying his primary objective would be to ensure Ukraine’s strategic security. He also announced that Oleh Ivashchenko, the current head of foreign intelligence, would be appointed as the new chief of military intelligence, along with changes in the leadership of the border guard service.
As head of military intelligence, Budanov oversaw several covert operations against Russian forces and played a key role in prisoner exchange negotiations. He has survived multiple assassination attempts and has been wounded three times since the start of the conflict.
According to Reuters, the appointment is seen as an effort by Zelensky to restore public confidence after corruption scandals and to consolidate wartime governance by placing trusted military leadership at the center of power.
