Talks with Ukraine ‘Productive but More Progress Needed’: United States

Leaked 28-point U.S. peace proposal accelerates diplomacy, with Kyiv and Washington aligning on future security, reconstruction, and sovereignty.

The ongoing diplomatic efforts to end the war in Ukraine have produced “productive and effective” results, but further progress is still required before any final agreement can be reached, said U.S. Secretary of State Marco Rubio. He made the remarks after a meeting with Ukraine’s National Security and Defense Council Secretary Rustem Umerov in Florida, according to a report by the BBC.

Fresh Momentum After Leaked 28-Point U.S. Peace Proposal

The meeting took place on Sunday (30 November) as part of two weeks of intensified diplomatic engagements that escalated after a 28-point U.S. peace proposal was leaked.
President Donald Trump’s son-in-law Jared Kushner and special envoy Steve Witkoff were present at the meeting. Witkoff is scheduled to travel to Moscow next week for further discussions.

Umerov recently replaced Ukraine’s previous chief negotiator, Andriy Yermak, who resigned following an anti-corruption raid at his residence.

Focus on Long-Term Prosperity and Sovereignty

Rubio emphasized that beyond halting the war, building the foundation for Ukraine’s long-term prosperity is essential.
He told Ukrainian officials that the objective of peace talks is to ensure Ukraine remains “sovereign, independent, and prosperous.”

Umerov stated at the start of the meeting that discussions focused on Ukraine’s future, security, preventing renewed aggression, economic prosperity, and reconstruction efforts.
He later described the talks as “productive and successful,” while Rubio called them “highly effective.”

Trump: Negotiations Moving ‘Very Well’

Speaking aboard Air Force One on Sunday, President Trump expressed optimism, saying the negotiations are “moving very well” and that there is a strong possibility of a deal to end the conflict.
He added that Witkoff — and possibly Kushner — will visit Moscow this week to meet with Russian President Vladimir Putin regarding the revised peace plan.

Zelensky Welcomes Constructive Progress

Ukrainian President Volodymyr Zelensky said in a social media post that constructive progress in the talks is crucial.
He noted that discussions were open, comprehensive, and centered on safeguarding Ukraine’s sovereignty and national interests.
Zelensky also expressed gratitude to the United States and President Trump for their efforts.
