The United States has warned Ukraine that Washington may reduce intelligence sharing and weapons support if Kyiv refuses to agree to a US-mediated peace deal framework, two people familiar with the matter told Reuters.
According to the sources, Washington has handed Ukraine a 28-point plan that includes several major Russian demands—such as ceding additional territory, downsizing Ukraine’s armed forces, and permanently abandoning NATO membership. The sources say the US has never applied such heavy pressure on Ukraine in any previous negotiation. The US wants Kyiv to sign the agreement framework by next Thursday.
A delegation of senior US military officials met President Volodymyr Zelensky in Kyiv on Thursday. The US ambassador to Ukraine and the head of US military public affairs described the meeting as successful, saying that Washington wants a document signed between the US and Ukraine as soon as possible.
Leaders of the European Union said they were not consulted about the 28-point US proposal. Britain’s Keir Starmer, Germany’s Friedrich Merz, and France’s Emmanuel Macron jointly spoke with Zelensky over the phone. EU foreign policy chief Kaja Kallas said Europe’s own plan consists of only two priorities—weakening Russia and supporting Ukraine.
US officials said the plan was drafted through discussions with Zelensky’s close ally, Rustem Umerov, Secretary of Ukraine’s National Security and Defense Council. They claim Umerov agreed to most parts of the plan after several revisions and presented it to Zelensky.
However, on Friday Umerov wrote on Telegram that he did not discuss or approve any such plan. He stated that his role during the US visit was limited to arranging meetings and preparing dialogue, and that he had no authority to evaluate or approve proposals. After meeting the US delegation on Friday, Umerov said Kyiv will not accept any plan that compromises the country’s sovereignty.
