Washington, D.C. – President Donald J. Trump has signed an executive order aimed at enhancing protections for U.S. citizens wrongfully detained abroad. Citing the Robert Levinson Hostage Recovery and Hostage-Taking Accountability Act, the order emphasizes that no American should be used as a political pawn by foreign adversaries.
Under the new directive, the Secretary of State may designate countries as State Sponsors of Wrongful Detention if they engage in or support the unlawful detention of U.S. nationals. Designated countries could face a range of responses, including sanctions, travel restrictions, limitations on foreign assistance, and controls on exports.
The order also establishes criteria for ending such designations, including the release of detained Americans and credible assurances that wrongful detention policies will not continue.
“This administration is committed to using every available tool to hold foreign governments accountable for coercive tactics against U.S. citizens,” the order states.
The measure further clarifies that it will not interfere with lawful U.S. investigative, intelligence, or security operations.
The Department of State will oversee implementation and cover the cost of publishing the order.
