Washington, D.C., August 19, 2025 — President Donald Trump has signed into law H.R. 1316, officially titled the Maintaining American Superiority by Improving Export Control Transparency Act.
The new legislation amends the Export Control Reform Act of 2018 and requires the Secretary of Commerce to provide annual reports to Congress detailing applications for dual-use export licenses. These licenses cover items with both civilian and potential military applications, making them central to U.S. national security and global technology competitiveness.
By mandating greater transparency, lawmakers intend to strengthen congressional oversight of critical technology exports while ensuring that sensitive items do not fall into the hands of adversaries.
The law reflects ongoing U.S. efforts to balance trade opportunities with national security priorities, particularly in areas such as advanced semiconductors, artificial intelligence, aerospace, and biotechnology.
H.R. 1316 passed both chambers of Congress earlier this year with bipartisan support before being signed into law at the White House on Tuesday.
