Putin Deploys Troops Near Azerbaijan Amid Rising Tensions

Russian President Vladimir Putin is escalating regional tensions again—this time by redeploying troops to a military base in Armenia, raising concerns that Azerbaijan may be his next target.

Despite three years of brutal war in Ukraine, the Kremlin appears unfazed and continues aggressive moves beyond its borders. According to Ukrainian military intelligence (HUR), Russia is building up its forces at the Gyumri military base in Armenia—a longtime Russian ally.

Both Moscow and Yerevan initially denied the build-up. However, HUR has now released what it claims is an official Russian military order from the commander of the Southern Military District, authorizing the troop reinforcements.

Why Azerbaijan?

Azerbaijan, strategically located in the South Caucasus, is rich in oil and gas and has maintained independence since the collapse of the Soviet Union in 1991. Relations with Moscow have sharply deteriorated in recent months after the arrest of dozens of ethnic Azerbaijanis in Russia’s Yekaterinburg, accused of murders dating back 15 years.

The detainees were reportedly beaten in custody, and two brothers—key suspects—later died. This triggered outrage in Azerbaijan. Authorities in Baku responded by cancelling all Russian cultural events, raiding the Sputnik news agency, and detaining both Russian IT specialists and journalists. Russian nationals in Azerbaijan are now subjected to frequent ID checks.

Geopolitical Implications

Ukraine’s intelligence service has accused Moscow of trying to destabilize the South Caucasus region and expand its influence in former Soviet states. “This is part of Russia’s broader strategy to undermine global security,” HUR warned.

While both Russia and Armenia deny the allegations, the leaked document appears to validate concerns. Observers believe this deployment could serve multiple purposes—from pressuring Baku to reasserting control over former Soviet territory.
