UN Expert Condemns US Sanctions as ‘Illegal and Unprecedented’

Bogotá, July 17, 2025 — United Nations Special Rapporteur Francesca Albanese has denounced recent U.S. sanctions against her as a blatant violation of international law, calling the move “unprecedented” and “a dangerous precedent” that threatens the integrity of global human rights institutions.
Speaking at an international summit in Colombia, Albanese said the sanctions—imposed by U.S. Secretary of State Marco Rubio—were retaliation for her outspoken criticism of Washington’s support for Israel amid the ongoing war in Gaza. “It’s a very serious measure. It’s unprecedented. And I take it very seriously,” she told attendees.
Albanese, who has accused Israel of committing genocide and war crimes, argued that the sanctions violate the UN Convention on Privileges and Immunities, which protects independent UN experts from punitive actions taken in the course of their official duties. “This is a warning to anyone who dares to defend international law and human rights, justice and freedom,” she said.
The sanctions include travel bans and asset freezes, and follow Albanese’s recent report naming dozens of companies—many American—that she claims profit from Israel’s occupation and military operations in Gaza. The report sparked backlash from Israeli officials and corporate entities, but Albanese has stood by her findings.
UN Secretary-General António Guterres’s spokesperson condemned the sanctions, calling them “a dangerous precedent” and urging Washington to reverse the decision. The European Union also voiced support for Albanese, reaffirming its commitment to the UN human rights system.
Human rights advocates warn that the move could have a chilling effect on other UN experts. “It undermines their independence and their commitment to do their job without fear or pressure of any kind,” said Amnesty International’s Agnes Callamard.
As the Gaza conflict continues—with over 58,000 Palestinians reported killed since October 2023—Albanese remains defiant. “Sanctions will only work if people are scared and stop engaging,” she said. “I will not be silenced.”
