Arakan Army’s Incursion into Bangladesh Sparks Sovereignty Concerns Amid Rohingya Repatriation Talks

April 21, 2025 – Dhaka

Tensions have escalated along the Bangladesh-Myanmar border following a controversial incursion by Myanmar’s Arakan Army (AA) into Bangladesh’s Bandarban district. On April 16–17, uniformed and armed AA members organized a two-day “Arakan Water Festival” in the Remakri Mukh area of Thanchi upazila, approximately 10 kilometers inside Bangladeshi territory. The event featured performances by AA members and was attended by local political figures and community members. Despite the presence of Border Guard Bangladesh (BGB) personnel, no intervention was reported during the festival .

The incursion has drawn sharp criticism from various quarters. Jamaat-e-Islami Secretary General Mia Golam Parwar condemned the violation of Bangladesh’s sovereignty, labeling the AA’s actions as “unacceptable” and a direct challenge to national integrity . Public outcry has intensified, with social media footage of the event fueling debates over border security and national sovereignty .

This development comes amid ongoing discussions between Bangladesh and the AA regarding the repatriation of Rohingya refugees. Bangladesh’s Chief Adviser’s High Representative on Rohingya issues, Khalilur Rahman, acknowledged that talks are underway, facilitated by the United Nations, to establish a humanitarian corridor for aid delivery and to discuss the potential return of Rohingya to Rakhine State . However, concerns persist over the AA’s alleged human rights violations against the Rohingya, casting doubt on the feasibility of such repatriation efforts .

The AA’s actions have also raised alarms about regional stability. The group’s control over parts of Rakhine State and its assertive presence along the border have implications for Bangladesh’s security and its handling of the Rohingya crisis. The recent incursion underscores the complexities of engaging with non-state actors in conflict zones and the challenges of balancing diplomatic negotiations with national security concerns.

As Bangladesh navigates these multifaceted issues, the international community’s role in facilitating dialogue and ensuring the protection of vulnerable populations remains crucial.
